CSCS is making changes to the Labourer card, which will take effect from February 1st, 2025.
From February, first-time applicants for Labourer cards will see the initial card’s validity reduce from five years to two years. Should they continue in labouring roles they can then renew their card for five years by providing evidence they are employed in a labouring role.
The accompanying CITB Health, safety, and environment test – used for the initial two-year card application only – will see its validity extended to three years, allowing it to be used for renewal.
Labourer cards issued or renewed prior to February 2025 will remain valid for the full five-year term but, similarly, applicants will need to provide evidence they are employed in a labouring role upon renewal.
Renewals of Labourer cards from February 2025 will also be valid for five years. Applicants must provide evidence of employment in a labouring role to renew.
The changes support the direction of travel emerging from the Building Safety Act, which challenges how all in the construction industry must operate, with anyone undertaking a construction role now under a legal duty to ensure they are competent for their role. This means having the appropriate skills, knowledge, experience, and behaviours.
The adjustments are also designed to ensure only those carrying out genuine labouring duties carry the card and address its current oversupply.
For new entrants to industry, CSCS has a range of red cards for those on recognised training pathways, such as apprenticeships and NVQs.
